A Showcase Project
HISAR Integrated Aviation Hub
A feasibility study for developing and integrated aviation hub spread over 4000 acre of land owned by the Government of Haryana. The objective of this study was to understand the possibilities and constraints in converting this undeveloped land into an integrated aviation hub to support a passenger air terminal, a fixed-based operations base, a maintenance and operation base, a cargo base, a defence and aero-space manufacturing hub and aviation training institute.
At present, a small air-strip (IATA: HSS, ICAO: VIHR) and an aviation training institute operated by the Department of Civil Aviation, Government of Haryana is in active operation. The objective of this study was two-fold: 1) Evaluate, if the existing air-strip can be used to cater to operations by a different categories of aircrafts, especially, larger, fixed wing and jet engine based, and 2) Evaluate, if adjoining land area can support a modern, integrated aviation hub.
The feasibility study undertaken by us provided detailed inputs to the Government of Haryana on various aspects of the project. The Government of Haryana eventually invited tenders from Indian and overseas companies to undertake the project on a Design, Build, Finance, Operate and Transfer (DBFOT) basis for a concession period of 30 years.
Below are some key finding and recommendations provided to the Government of Haryana. A majority of the recommendations were accepted by the Government of Haryana. A new smaller passenger airport known as the Maharaj Agarsain airport is currently under operation today.
Understanding the land parcel using satellite imagery/data
4000 acre of land was analysed in detail using satellite imagery and data from the revenue department to understand the extent and boundary of the land parcel. Existing and planned infrastructure items were mapped and incorporated into the GIS model for analysis.
Understanding the approach and runway requirements for different aircrafts
The existing was bordering an existing National Highway (Delhi-Sirsa Highway). Extensive Runway Approach and Obstacle analysis had to undertaken if the existing air-strip could be used as part of the air-side infrastructure for the proposed integrated aviation hub.
Diversion of a National Highway to accommodate a longer runway
A new and proposed National Highway 65 connecting Hisar and Ambala was diverted to accommodate the a larger runway.
Identifying the support infrastructure required
The existing air-strip had a support infrastructure holding the several trainer aircrafts of the Civil Aviation Training Institute.
After our preliminary analysis of the existing air-strip, Airports Authority of India was invited to undertake a detailed examination and present its findings to the government.
Several new infrastructure facilities, that are necessary for an integrated aviation hub were studied and 3D models were generated to perform scoping and feasibility analysis.
Understanding the FBO, MRO requirements
Several reputed MRO and FBO basis were studied in order to understand the requirements of creating a world=class FBO and MRO base at Hisar.
3D models of generated and details studies were undertaken to understand the scope and engineering requirements needed to create such an infrastructure at Hisar.
Understanding the requirements for a new passenger terminal
Detailed analysis was conducted to evaluate the infrastructure-wise requirements to to handle 10 lakhs passengers/year as part of the integrated aviation hub.
